Amends Title 34 (Game), Section 2961 (Definitions) of Pennsylvania Consolidated Statutes to further provide for the definition of "exotic wildlife."

Amends the Dog Law of PA by adding a new Section 604 (Contracts for sale of dogs and cats) to prohibit certain contracts to transfer ownership of a dog or cat in which ownership or repossession of the dog or cat is contingent upon the making of payments over a period of time, subsequent to the transfer of the animal.

Amends Section 9.3 (Dog Purchaser Protection) of the PA Unfair Trade Practices & Consumer Protection Law by changing the "unfit for purchase" and consumer recourse provisions in the warranty law.

Amends Title 18 (Crimes and Offenses) of the Pennsylvania Consolidated Statutes by adding a new Section 5511.4 providing for the offense of use of live animals in traveling exhibitions.

Amends Title 18 (Crimes & Offenses), Article F (Offenses Against Public Order and Decency), Chapter 55 (Riot, Disorderly Conduct and Related Offenses) of PA Consolidated Statutes by adding a new Subchapter C (Transfer and Sale of Animals) to restrict the retail sale of dogs, cats and rabbits in pet stores.
